Paul began working in financial services in 1993, founding Mallard Asset Management, which became Mallard Financial Partners in 1996 and was acquired by Mercer Advisors in 2023. Paul grew up in Bel Air, MD, and received his B.S. from the University of Delaware and his M.S. from Villanova University. He has earned Chartered Financial Analyst® and Certified Financial Planner™ certifications. He and his wife live in Newark near their son and daughter-in-law. Paul served as a Delaware State Representative from 2012 to 2024; co-vice chair of the Retiree Health Benefits Advisory Subcommittee of the State Employee Benefits Committee; Delaware’s Open Space Council; Commissioner for the Newark Housing Authority from 2010 to 2012; and on the board of the Coalition for a Safer Delaware since 2014.
